About Us

We are a coalition of volunteers, 3rd Police District Advisory Council (PDAC) members, and neighborhood residents devoted to replanting these important gardens – and assuring their continued maintenance for years to come.

Officer Juan “Ace” Delgado

Ace has served as 3rd Police District Community Relations Officer for many years, including working with the late Gary Harkins, for whom this garden is named.  He is a much loved and respected part of this community, helping to provide food, school supplies, job assistance, and conflict mediation throughout the District.

Marvin Finklestein

Marv was the owner of a delicatessen (Philadeli) on South Street for over 30 years, when he became a member of the Police District Advisory Council (PDAC). He has been the PDAC Chairperson for more than 15 years.

Susan Patrone

Back in 1995, Sue facilitated the planting of the the larger trees and shrubs in the garden by Annunciation School students that we all enjoy today.  She has continually contributed to significant improvements in pruning and maintenance.  Sue is also a past president of Passyunk Square Civic Association.

Theodore Schmiechen

In 2003, Ted designed and installed the current soaker hose watering system in the garden just after Community Relations Officer Gary Harkins arranged for Home Depot to replant the beds. (In fact, Gary gave Ted the “key to the garden” pictured at the right. It is a security tool used to open and close one of the outdoor spigots.) He has helped maintain and mulch the gardens since then, and is devoted to making sure these gardens stay beautiful for many years to come. He currently serves as Secretary of the 2nd Ward Democrats, and is a Committeeperson in the 6th Division.
